Policies are immutable snapshots. Create a new policy and delegation when the rules change.

Grant a budget
All requests under a delegation share its budget. Revocation cancels actions that have not executed.
Reconcile the outcome
Compare executed orders with an imported simulated provider feed. Importing a record does not establish settlement.
“Matched” means the imported facts agree with the order. Fees are reported separately and are not checked against a fee schedule. Notes acknowledge investigation; they never mark a payment settled.
